Most organizations have heard of the Balanced Scorecard or at least know that it is crucial to have some "metrics" as part of a good Strategic Plan.  However, most of the time the metrics become enshrined into "comprehensive activity measures", not Key Success Measures.  The clarity of purpose and then measuring success of that purpose is usually missing, as this metrics concept is very difficult to implement once you get past the usual financial outcomes.
